The Risk, Analytics and Intelligence Officer analyzes data and perform qualitative research to help developing a view of end-to-end taxpayer non-compliance risks, across all taxpayer obligations, including:
• Registration
• Non-filers
• Misreporting of tax liability
• Non-payers
• Debt collections
The department he belongs to is tasked with understanding the fundamental drivers behind the non-compliance (e.g., deliberate cheating versus lack of readiness or taxpayer knowledge) and then help develop mitigation plans to mitigate those compliance risks. These treatment plans span from developing case selection algorithms to select the highest risk returns for audit and identifying pockets of taxpayers that should be audited as part of an annual plan, as well as ensuring proper services, communications and taxpayer assistance programs are being implemented to help maximize voluntary compliance.
The Risk, Analytics and Intelligence Officer conducts the analysis necessary to inform the risk assessment and model development processes

Roles and responsibilities
Conduct the analysis supporting the VAT risk assessment and treatment strategy development process:
• Develop fact base on taxpayer risks by interfacing with other units (i.e., operations, policy & legal) and conduct independent research on acquired intelligence
• Synthesize findings into a comprehensive residual risk assessment and prioritization report
• Develop the treatment strategy for identified risks in conjunction with the operational areas
• Conduct sophisticated analyses to identify specific risks
• Assume role of ‘data steward’ to manage VAT org’s data holdings, determining its appropriate and legal collection, maintenance, and use
• Develop or source predictive analytics capabilities
